If you compare police activity (pull-overs, arrests, shootings, etc.) against population, you get the idea that police are disproportionately targeting blacks. But if you compare police activity against crime, you come to the opposite conclusion.

  1. Figuring out the right denominator to use for an appropriate comparison is a critical issue in most everything, come to think of it. A lot of discussion over covid-19 dangers comes down to trying to figure out what rates we should really be comparing.
